Early Childhood Development (ECD) in Cambodia is supported by a multi-stakeholder network that works collaboratively to promote the well-being, education, health, and protection of young children. Key government ministries involved in ECD include the Ministry of Education, Youth and Sport (MoEYS); the Ministry of Interior (MoI); the Ministry of Health (MoH); the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY); and the Ministry of Women’s Affairs (MoWA). These Ministries play a central role in policy development, budget allocation, service delivery, and inter-ministerial coordination. In addition, the National Committee for ECD brings together relevant ministries to address cross-sectoral challenges and enhance the overall quality of ECD services.
Beyond government leadership, numerous NGOs, INGOs, and development partners—including PE&D, Save the Children, World Vision Cambodia, UNICEF, UNESCO, and the World Bank—play a vital role by providing program implementation, technical support, and advocacy. Private institutions contribute by establishing early childhood centers, while local governance bodies, such as commune councils and commune committees for women and children, are essential in managing and sustaining early childhood care and development services at the community level.
This collaborative framework reflects Cambodia’s strong commitment to ensuring that every child has access to quality early childhood care and development services.
